He served as a Commissioner of the Commission on Elections (COMELEC) from 2008 to 2011, where he was instrumental in the successful implementation of the country’s first nationwide automated elections in 2010. A lawyer, cyclist, election reform advocate, and good governance champion, Atty. Goyo is known for his principled leadership and deep commitment to institutional reform.

Now, through PBP, he’s bringing his experience and integrity to the legislative arena—fighting not just for policy change, but for practical solutions that will uplift lives in every corner of the country.

Once elected into Congress, Partido sa Bagong Pilipino aims to push for and fund projects that address urgent barangay-level needs:
